The program content refers to the organization and confrontation of modern organizational pathogens of Public Administration and the broader Public Sector, which are is the main reason that hinders their operation, based on the efficiency and thriftiness. This is achieved according to the principles, rules and methods of Modern Management Science.

 

The program relies on the fact that any systematic approach relating to, in a broad sense, the Public Administration or in the wider (broader) Public Sector, it must not be limited to the institutional dimension. It should be widened, especially in the organizational dimension, and should emphasize the organizational side of the Public Administration, which for many decades in our country at least, has been neglected.

 

Core objectives of the program are:

 

The production of top executives and officials, which will enhance the overall efficiency and productivity of the Public Sector and the quality of services of it, on the basis of servicing the public interest.

 

•This objective is achieved by providing graduate level knowledge on the object of Public Administration, and in particular in the scope of Organization and Management of Public Sector organizations, as well as in the object of institutional formation and operation. These organizations are the main and decentralized Public Administration, the Public Enterprises and generally the Public Legal Entities.

•The creation of significant job prospects and the supply of important, essential and formal qualifications of those who will attend the Program, they will gain high-level theoretical and practical knowledge.

Duration 

The program is full-time. Its duration is four (4) academic semesters. During the first three, the compulsory and elective courses are taught and in the fourth semester, the Diploma-Thesis is elaborated. Each academic semester lasts thirteen (13) weeks.

 

The duration of the program allows the easy development of the Studies Program, covering all critical and relating to, in a broad sense, Public Administration subjects in their most contemporary vision. It also provides convenient attendance for the employed students.

Learning Outcomes

Upon successful completion of the program students will be able to:

•Know the organizational structure of all kinds of Public Sector organizations and the rules and principles under which they are regulated, as well as linking balanced and harmonious organizational and institutional dimension.

•Make best use of what can be used from the scope of the Management of the Private Sector, and is consistent with the peculiarity of Public Organizations (New Public Management).

•Use modern management and decision-making methods in the use of information systems and more generally technology.

•Afford a thorough knowledge of the Public Domain economy, in order to use the procedures and methods of Economic Organisation and management, as well as sufficient knowledge of Public Finance.

•Refer to the European dimension: the possibilities offered by the participation in the EU and the application of the rules, principles and procedures applicable to the European context and also the related to the European Public Administration.

•Distinguish in organizational and institutional terms, both between central and decentralized government and public law legal entities and on the other hand  organizations based on institutional private law standards and private economic organization, in particular Public Enterprises and private legal entities seeking public purpose.

•Compare institutions, implemented by national administrations of other advanced countries and to derive models for implementation, after appropriate adjustment.

•Distinguish the types and kinds of labor relations found in the Public Sector, which is a prerequisite for any kind of controlling them.

•They use quantitative methods and statistics for decision making.

•Make best use of the teachings of the subject of organizational behavior and the particular ethics and protocol applicable to the Public Sector.

•Apply modern communication methods to promote the work of the Public Sector and the development of its activities.

•Utilize the established quality standards, depending on whether they are goods or services.

•Evaluate the results, using suitable methods of evaluation, of the selected actions on the basis of economy and efficiency and without neglecting servicing the need to apply the principle of legality and the public interest.

•Choose the implementation of the appropriate, for the purpose, strategy, by selecting from the indicated methods strategies.

•Effectively manage, with the aid of terms and quality conditions, for any small or larger scale projects.

•Compose small or large scale reform projects to change small or wider areas of Public Administration.

•Form, by linking many partial elements, into broader scope and synthesis procedures, namely in shaping general policies on individual issues.

•Link and compose creatively and fertile the effectiveness with the public interest and public benefit, in the exercise of any policy and action.

•Overall, after the successful completion of the Program, students will gain the necessary knowledge infrastructure for the organization, reorganization and modernization of the public sector and the confrontation of its chronic pathogens, as well as in particular their responsiveness to business requirements imposed on them, in a complex and globalized environment.
